One bug report note here:

The UTS#10 contains all references to several character properties,
pointing to http://www.unicode.org/Public/UNIDATA/PropList.html
(for example this discussed section 3.1.3)
This "PropList.html" page is empty and asks to refer to the
UCD.html file instead.
The relevant link should be pointing now to:
http://www.unicode.org/Public/UNIDATA/UCD.html#Properties

In our case, the Logical_Order_Exception is at:
http://www.unicode.org/Public/UNIDATA/UCD.html#Logical_Order_Exception
(which describes entries in Proplist.txt), as a Binary Normative property:
