New version of LTag

    LTag, my utility program that generates *strongly discouraged* Plane 14
    language tags using a simple user interface, now supports both English
    and French in a single executable. This includes the complete and
    official ISO 639 and ISO 3166 code lists in both languages. The user
    can easily switch between languages if desired.
