The Unicode code points from U+0000 to U+00FF (note correct notation)
are equivalent to ISO 8859-1 ("Latin-1").
This is equivalent to Windows code page 1252, except for the range from
0x80 to 0x9F, which in CP1252 is mostly (but not completely) filled with
additional graphic characters. In Unicode and ISO 8859-1, this range
contains control characters.
