In Windows 98 SE dutch the keyboard _can_ be set to arabic.
You just have to add arabic in Start / Instellingen / Configuratiescherm /
Toetsenbord / Taal / Toevoegen first.

In english that will be something like

Start / Configuration / ConfigurationScreen / Keyboard / Language / Add
