    This has nothing to do with keyboards or 8859-1. Not all the characters needed for German
    are on the German keyboard (proper dashes, etc.) and 8859-1 is wholely deficient, given
    that there's not proper quotes in 8859-1. A capital ß could be added without changing
    any of that.
