You may want to review the decomposition of e.g. U+0419 CYRILLIC CAPITAL
LETTER SHORT I (and other Cyrillic characters). As far as Unicode is
concerned, it *is* a breve (U+030C). U+048A apparently doesn't have a
decomposition because there's no base like that.
