Proposal TZ-21 and TZ-24

    I would like to propose TZ-24 and TZ-21.

    These are loss-free compression algorithms optimised for the speeding
    compression of UTF-32 encoded text.

    Many will note that these algorithms bear a distinct relationship to
    proposals for UTF-21 and UTF-24. However they have an important difference:

    They don't have the "UTF" in their name.
