    The web pages at the Unicode web site should be exemplary.

    ASCII quotes and apostrophes are valid Unicode characters. But,
    surely preferred characters should be used in accordance with the
    standard.

    Any web page authoring tool which supports ASCII supports the
    HTML numeric character references.
