Public Review Issues update: UAX #29 and UAX #31

    There is a draft 3 version of the proposed update of UAX#31: Identifier
    and Pattern Syntax. In response to feedback on the use of ZWJ and ZWNJ in
    Indic, this draft removes restriction on scripts for ZWJ and ZWNJ, but
    allows further restrictions in R1a, pointing to UAX36 for security issues.

    There is also a draft 2 version of the proposed update of UAX#29:Text
    Boundaries. This update addsCR, LF, Extend, and Control as needed,
    clarifies use of "Any" , updates MidLetter to include U+2018, andadds a new
    kind of grapheme cluster: extended combining character sequences. See
