Left-to-Right and Right-to-Left Marks in 8-bit charsets

    The left-to-right mark U+200E and the right-to-left mark U+200F
    are included in
    - Hebrew ISO-8859-8
    - Hebrew Windows-1255
    - Arabic Windows-1256
    at code positions xFD and xFE.

    But they are not included in Arabic ISO-8859-6, where code positions
    xFD and xFE are empty.

    What is the reason for this asymmetric behaviour?
