    Still not right -- plane 16 is U+10xxxx.

    The PUA comprises:

    • U+E000 through U+F8FF
    • U+F0000 through U+FFFFD (excluding the two noncharacters)
    • U+100000 through U+10FFFD (excluding the two noncharacters)

    Scalar values 0x110000 and above are out of bounds.
