I think there was another field that controlled this, and perhaps it was
OS/2.fsFirstCharIndex. I think with a cmap 3.0, Windows mapped the
consecutive 224 codepoints from OS/2.fsFirstCharIndex on to the codepage
codes 32 and onwards. And, this only works for .ttf, not .otf. Something
like that.
