    I want to caution that any proposal for characters must make clear what the
    size is of the existing user community making active use of the characters
    as described. It is not clear from what has been said whether there is such
    a community, or whether this is a new invention.

    If it is a new invention, then the appropriate mechanism for deployment is
    through private use codes, thus allowing a user-community to develop and
    validate the usefulness of the system. The Unicode Standard supplies a huge
    range of private use characters (well over 100,000) for such a purpose.
