That statement is incorrect. See, in particular, the OpenType tag registry page for language system tags at http://www.microsoft.com/typography/otspec/languagetags.htm and search on "IPA": you'll find that the tag "IPPH" is registered to indicate typographic preferences for IPA transcription.
