0-19, obviously. For both horizontal and, if they exist, vertical versions.

There are several variant forms of the mayan zero, but for this
proposal I envision just the most commonly-attested one, the
petroglyphic shell-like variant. I suppose a script font could use the
corresponding codex variant, though I doubt anyone cares enough to do
so.
