They do, Erkki, when a text contains both Romanian and Turkish. Each language should be represented correctly.

No, and the fault lies with 8859. More and more new texts however conform to the expected encoding.

By the way, what we did for the Romanians at the time was to add precomposed Ș and ș to the standard in addition to the existing precomposed Ş ş. Note that the former could at that time already be supported by the UCS, as S s with combining comma below.
