No, this is not true.
The EmojiSources.txt file just documents how carrier emoji are mapped to
Unicode.
Just like there are "Emoji" outside of that set, you can represent more
than 10 flags.
WhatsApp and anyone else is free to use the I+N regional indicators for the
Indian flag.
