As to who Sarasvati is, try Wikipedia:

Unicode list would probably count as 'original research'.
Sarasvati appears to be in charge of the email lists, though I will
admit I'm not sure where to find a statement of this. I am quite sure
that Sarasvati enjoys the confidence of the Unicode Consortium.
