Description of Issue:
In this proposed update, property support has been updated to reflect Unicode
9.0 properties, as well as other non-UCD properties for emoji and the vertical
orientation property. The description of Script Extensions has been updated. The
discussion of sets has been updated to remove implementation dependencies for
Unicode sets.
