Description of Issue:

A Proposed Update of UAX #31 Unicode Identifier and Pattern Syntax, version 13.0, is now available for public review and comment. This update adds four new scripts for Unicode 13.0 to Table 4, Candidate Characters for Exclusion from identifiers. Rows in Table 4 that dealt with non-script-based exclusions have been removed, and are instead dealt with via the derivation specified in UTS #39, Unicode Security Mechanisms. It also adds a qualification to the example under UAX31-R1, Default Identifiers.
