[102-C21] Consensus: Propose to update the text in Unicode Standard Annex #31: Identifier and Pattern Syntax, section 2 as follows: 1. Remove "Cf" from the ID_Continue explanation. 2. Say that implementations can ignore "Cf" characters, but point out that it has possible stability and confusion problems. 3. Include certain "Cf" chars in examples of possible additions (e.g. ZWJ and ZWNJ for Indic). 4. Remove comments in Derived Core Properties and point at Unicode Standard Annex #31: Identifier and Pattern Syntax.
