[113-C1] Consensus:
Accept 4 phonetic characters for encoding in a future version of the standard: 

U+1DFD COMBINING ALMOST EQUAL TO BELOW
U+2C70 LATIN CAPITAL LETTER TURNED ALPHA
U+2C7E LATIN CAPITAL LETTER S WITH SWASH TAIL
U+2C7F LATIN CAPITAL LETTER Z WITH SWASH TAIL

and change the case mapping of U+0252 LATIN SMALL LETTER TURNED ALPHA, U+023F LATIN SMALL LETTER S WITH SWASH TAIL, and U+0240 LATIN SMALL LETTER Z WITH SWASH TAIL as documented in section D3 of L2/07-334R.

[113-C2] Consensus: Adopt the proposal to change the word "retract" to "modify" in Section 5.20, Stateful Format Controls, of the Unicode Standard. [L2/07-341]

[113-C3] Consensus: Add the Tamil named sequences in document L2/07-331 to the NamedSequencesProv.txt file for Unicode 5.1.

[113-C4] Consensus: Advance the provisional Lithuanian named sequences to approved named sequences in Unicode 5.1.0.

[113-C5] Consensus: Remove TAMIL LETTER KSSA and TAMIL LETTER SHRI as provisional named sequences in Unicode 5.1.0.

[113-C6] Consensus: Adopt the changes to Proposed Update Unicode Standard Annex #29: Text Boundaries and associated properties discussed in L2/07-398

[113-C7] Consensus:
Create a new property value "SContinue" for the Sentence Break Property with the initial characters as documented in L2/07-399 and augmented in discussion for Unicode 5.1.0.  Solicit new candidates for this property value during the 5.1.0 beta period.
[113-C8] Consensus: Add a note to Proposed Update Unicode Standard Annex #31: Identifier and Pattern Syntax that says the restrictions on joiner and non-joiner are as applied to the NFC form. Raise as an open issue for public review whether there is any requirement to have nuktas in conjunct contexts.

[113-C9] Consensus: In Proposed Update Unicode Standard Annex #31: Identifier and Pattern Syntax, regex A2, drop the second $L and the Khmer example.

[113-C10] Consensus: Approve the script, block, and character name changes, addition of one character, and changed code points for Lanna (Tai Tham) as follows:  [L2/07-322, L2/07-353]

[113-C11] Consensus: Accept the name change: U+108E MYANMAR VOWEL SIGN RUMAI PALAUNG FA => U+108E MYANMAR LETTER RUMAI PALAUNG FA.

[113-C12] Consensus: Accept the name changes of  "SWUNG DASH" to "TILDE" in 3 dictionary punctuation marks, and the codepoint changes to supplemental punctuation discussed in section C of document L2/07-353

[113-C20] Consensus: The implementation of Malayalam Chillus should be modified so as to use the sequence of characters in column Beta to represent the text in the column labelled "Visuals" in Table 1 and Table 2 of document L2/07-402. Document this decision in Unicode 5.1.0. [L2/07-393, L2/07-402]
[113-C21] Consensus: Document in the draft 5.1.0 page that there is an open issue with the visuals in Table 3 of document L2/07-402 and provide the possible representations and the differences between them, and request feedback. [L2/07-393, L2/07-402]

[113-C22] Consensus: Change the names of Unicode Technical Reports, Technical Standards, and Standard Annexes as described in document L2/07-339 with one change in the new title of Unicode Standard Annex #29: Text Boundaries, drop the word "Algorithms". Any name changes will be made in new revisions of the document. 

[113-C23] Consensus: Create a Proposed Draft Unicode Standard Annex #44: Unicode Character Database for inclusion in Unicode 5.1.0. [L2/07-338]

[113-C24] Consensus:
Add LineBreakTest.html and LineBreakTest.txt to the auxiliary directory of the UCD for Unicode 5.1.0. Also add a section to Proposed Update Unicode Standard Annex #14: Line Breaking Properties comparable to section 7 "Testing" in Unicode Standard Annex #29: Text Boundaries. [L2/07-336, L2/07-337]

[113-C25] Consensus: Advance Proposed Draft Unicode Technical Report #42: An XML Representation of the UCD to Draft Unicode Standard Annex #42: An XML Representation of the UCD for Unicode 5.1. Add a data section and remand to the Editorial Committee the decision of where the data files go. Clarify that the pre-existing UCD text format data will take precedence whenever there is a discrepency. [l2/07-362]

[113-C26] Consensus: Authorize a Unicode 5.1.0 beta that will close January 28, 2008. Start as soon as possible with files that are available.

[113-C27] Consensus: Accept the changes to Proposed Update Unicode Standard Annex #18: Unicode Regular Expressions given in L2/07-349. These changes may involve some restructuring of the existing text about grapheme clusters. [L2/07-364]
