Long discussion. Issues of fragility, security, and conformance were discussed. It was also noted that by nature, the embedding of metadata constitutes structured data. Deficiencies in the language in the Standard about conformance and the nature of plain and structured text were pointed out.

Robin Leroy added that he expects that advancement to Draft status would be recommended to UTC #187, and final approval to UTC #188. Mark Davis asked whether this meant that CLDR 50 could reference UTS #61 instead of specifying UnicodeSet notation. Robin Leroy replied that he believed so.
Markus Scherer noted that work on the proposed update was ongoing, but that no actions were being recommended to the UTC at this meeting.
