Alain,
Merci beaucoup!
I made the update.
I will also switch to the opening lower German quotation mark. : )

Out of Luck
A Swiss guy, looking for directions, pulls up at a bus stop where two
Americans are waiting.
"Entschuldigung, koennen Sie Deutsch sprechen?" he says.
The two Americans just stare at him.
 Excusez-moi, parlez vous franais ?
The two continue to stare.
"Parlare italiano?"
No response.
"Hablan ustedes espaol?"
Still nothing.
The Swiss guy drives off, extremely disgusted.
The first American turns to the second and says, "Y'know, maybe we should
learn a foreign language..."
"Why?" says the other, "That guy knew four languages, and it didn't do him
any good."

For French, not, but there is a "trait d'union" (hyphen) missing to
be
grammatically correct. (;
To be even more nit-picking I added correct typographic conventions
for
French (3 additional characters, i.e. the two angled quotes plus
NBSP)...
>"Excusez-moi, parlez vous franais?"
Corrected text (including correct typography of French quotes and
required
spaces [3 more]) (; (: :

That said, Ed was remarkable in adding the cedilla. It was indeed
missing.
