    See Annex L "Character naming guidelines" of ISO/IEC 10646-1: 2000
    (unfortunately not easily available over the net, which is a shame as you have
    to have read it in order to make a Unicode/10646 proposal). Annex L lists 13
    rules for character name formation. None of these rules stipulates a maximum
    name length.
