    I trust you mean that you propose additional characters to Unicode, and
    after careful consideration some of them are accepted by the relevant
    committees, the UTC and WG2, and accepted by a vote of national
    standards bodies. (Some changes to Unicode properties etc are decided by
    the UTC alone, but not new characters.) No additions to Unicode are made
    until this process is complete.
