A typo?

In IBM's Character Data Representation Architecture, CP 928 is
described as "Simplified Chinese PC Data including 1880 user-defined
characters" -- which is probably not what you have :-)

Under the Heading of SAA CCSIDS for Non-Latin SBCS countries,
there are three entries for the Greek Character Set 00925, viz.
  Encoding Scheme Character Set CP Description
  EBCDIC 925 (184 characters) 875 Greek
  IBM-PC Data 925 (184 characters) 869 PC Data: Greek
  ISO 8 925 (184 characters) 813 ISO 8859-7: Greek/Latin

Under the Heading of Migration/Coexistence CCSIDS for Non-Latin
SBCS countries, we have:
  Encoding Scheme Character Set CP Description
  EBCDIC 218 (183 characters) 423 Greek
  EBCDIC 1124 (180 characters) 423 Greek 3174
  IBM-PC Data 218 (183 characters) 851 PC Data: Greek
  IBM-PC Display 981 (252 characters) 851 PC Display: Greek
  IBM-PC Display 218 (183 characters) 851 PC Display: Greek
  IBM-PC Display 998 (244 characters) 869 PC Display: Greek
  IBM-PC Display 925 (184 characters) 869 PC Display: Greek
