There is a freely available package with source that handles 10646
and conversions to and from character sets, together with i18n
functionality such as string comparison, case conversion etc.
It is available in ftp://dkuug.dk/i18n/librapi18n-0.1.tar.gz
It is a version of the GNU libc with regards to i18n, and it also
includes utilities such as localedef. It does not carry a
GNU copyleft copyright, you are free to modify it and do whatever
you want with it.
