N1741 refers to Latin-Extended-A, but it should be Latin-Extended-B.
I don't see a rationale for putting the Philippine scripts into a
single block, any more than the Indic scripts are put into a single
block. (The parallel encoding is quite useful and would warrant
a comment to that effect.) There are other instances of blocks
with only 2 columns, after all.
