it appears to me that in a globalized application, where one has some more
control over the display and has to take locale differences into account,
the question of how to write "-10%" appropriately should be solved like
writing currency values:

with a locale-dependent pattern from a resource bundle; the pattern string
may then also include explicit bidi codes.

this, of course, does not apply to word processors and web browsers, at
least not in the same way: they don't display a percentage value with a
locale pattern but get keyboard input and need to display something. in
this arena, the user may need to apply reordering codes themselves.
