Arabic shaping behavior questions

Several questions:

1) Is the Arabic Joining Class information (i.e., that supplied in
ArabicShaping.txt and discussed on pg 192) considered to be normative or
informative?

2) U+0649 (ARABIC LETTER ALEF MAKSURA) has joining class "R", meaing in
common parlance that it has no initial or medial forms, but only final and
isolate. However, in Arabic Presentation Forms-A there are two interesting
characters:

FBE8;ARABIC LETTER UIGHUR KAZAKH KIRGHIZ ALEF MAKSURA INITIAL FORM;Lo;0;AL;<initial> 0649;;;;N;;;;;
FBE9;ARABIC LETTER UIGHUR KAZAKH KIRGHIZ ALEF MAKSURA MEDIAL FORM;Lo;0;AL;<medial> 0649;;;;N;;;;;

As you can see, these have compatibility decompositions to "<initial> 0649" and "<medial> 0649".

If initial and medial forms are needed for some languages, shouldn't the
shaping behavior of U+0649 be "D"?

4) Finally, does anyone know whether the initial and medial forms of U+06CE
ARABIC LETTER YEH WITH SMALL V should be drawn with two dots underneath
like U+06CC ARABIC LETTER FARSI YEH?
