New Unicode Website items

We'd like to call people's attention to a few recent items on the Unicode
site.

UTF-8 Corrigendum

- The Unicode Technical Committee has modified the definition of UTF-8 to
forbid conformant implementations from interpreting non-shortest forms for
BMP characters, and clarified some of the conformance clauses.

Unicode 3.0 Online

- The text of the Unicode Standard, Version 3.0 is now online.

UCD 3.1 Beta

- As announced previously, the Beta files for the upcoming Unicode Character
Database, Version 3.1 are available for testing. The Beta period will be
closing soon, so here is your chance to review any changes.
