Hexadecimal characters.

I wish to propose sixteen consecutive digits for the purpose of displaying hexadecimal values. The usefulness of this is very obvious--it would be extensively used in the unicode spec itself! Since the current digits are surrounded in the carry-over with ASCII, it is easier to just make sixteen consecutive digits designated as hexadecimal. Plus this makes numbers with hexadecimal characters unambiguously base sixteen. The glyph could be something like a small h subscripted onto 0-9 and A-F, or other to be determined. Has this been considered?
