Well to begin with, there are more than 65,536 characters defined now
in Unicode. Take a look at the Roadmap [1] to see where tentative
assignments are being made. It's a bit difficult to find the roadmap,
since it is buried in the site, with no direct link from the home page.
In general, the spare blocks in the BMP are being reserved for
scripts being used today to write non-technical stuff. The SMP
(Plane 1) is for ancient or technical non-Han scripts and the SIP
(Plane 2) is for any additional Han ideographs.
