Get a newsreader instead of Microsoft's crap.
Or:
Send with MIME. In Outlook /Express/ the settings are:
Tools > Options > Send
Mail Sending Format > Plain Text Settings > Message format MIME
News Sending Format > Plain Text Settings > Message format MIME
Encode text using: None
By default, Microsoft's would-be newsreader sends messages
without any charset information.
