I have no firsthand experience with this process, and no standing to say
anything about it, but my gut feeling is that if an obvious error like
this can't be corrected in this ballot, then there is no point in having
a ballot at all.
Anyone who has implemented the character name OL CHIKI MU TTUDDAG has
been implementing from a preliminary, not-yet-approved standard, and
should not expect to be protected by stability guarantees.
