    Each browser, like any application, can control its own use of fonts for UI elements or content. On a given OS, the vendor may publish certain style guidelines, but app developers still make those choices. (There may be certain UI elements not under the control of the app; e.g. window title bars on Windows.) If an app uses controls or other UI frameworks provided by the host OS, then those may provide font fallback mechanisms if the app doesn't make fallback choices (when the actual text is not supported by the primary font) -- but that certainly would depend on the given platform / UI framework.
