Only a formal proposal can be properly discussed and subsequently rejected at both UTC and SC2/WG2. At this stage there is only a lot of hot air and waste of time and effort.

Mr. Overington is quite aware of what would be the inevitable outcome of submitting an actual proposal, that's why he keeps raising this issue with some regularity here on the open list.

Taken together the above sentences mean that he has to face the fact that there is no “basis for further discussion of the topic.”
