Resolution:	The UAX will be updated with final content and published as part of Unicode 16.0.

Description of Issue:

This Unicode Standard Annex will be updated for Unicode 16.0. The proposed update is now available for general public review and comment.

Updated the description of lb=AS. Updated the documentation of default values for Plane 1 ranges. Moved description of dictionary conventions from Section 5.2 into the core specification. Clarified the text for LB9.

Multiple rules have been changed and added to improve line breaking behaviour around quotation marks in Simplified Chinese, around hyphens (in particular in Hebrew and Finnish usage), and around numbers. The descriptions of line breaking classes were updated for correctness and clarity. The description of dictionary conventions from Section 5.2 was moved to the core specification. The table of rule numbering across versions was replaced with a reference to UTN #54, where that information is available with additional context.
