Description of Issue:

This Unicode Standard Annex will be updated for Unicode 17.0. The proposed update is now available for general public review and comment.

In this draft, Section 3.2.4 was updated to remove references to tailoring, Table 3 was updated to add characters that are now assigned the property value vo=Tr (U+2018, U+2019, U+201C, U+201D) or vo=Tu (U+31B4..U+31B7, U+31BB, U+1B132, U+1B150..U+1B152, U+1B155, U+1B164..U+1B167), and references to UTC Consensuses and Action Items were added to the Modifications section. Draft updated 2025-04-26.
