Description of Issue:

This Unicode Standard Annex will be updated for Unicode 17.0. The proposed update is now available for general public review and comment.

In this draft, WS-2021 was removed as a status value, ExtJ and WS-2024 were added as new status values, 6 was added as a new first residual stroke value, new U-source ideographs were added to the table in Section 3, and references to UTC Consensuses and Action Items were added to the Modifications section.
