Description of Issue:

Revisions implemented in this version of the report have primarily focused on converting the document from PDF to HTML, improving accessibility, navigation, and consistency with other Unicode Technical Reports. While these changes have been largely structural, significant content revisions are planned as the report is updated from supporting Unicode 9 to Unicode 17. This will involve incorporating new characters and properties introduced in later versions, revising examples and tables, and aligning the document with current best practices. The HTML migration lays the groundwork for these enhancements, ensuring the report remains authoritative and easier to maintain as Unicode continues to evolve.
