Description of Issue:

In this draft, Section 4.1 was updated to define the abbreviations DBCS and SBCS, and Section 6.3 was updated to remove the outdated description of the format of the EastAsianWidth.txt file and to add a reference to the DerivedEastAsianWidth.txt file.
