Peter Constable presented the agenda.
Discussion of the organization of working group reports by PRI (as in the CJK report) vs. by action (as in the report of the script encoding working group). Peter Constable prefers a grouping by PRI.
Markus Scherer noted that the organization of the report by topic tends to lead to a natural grouping by PRI.
Discussion of the longer sections of the PAG report.
Discussion of document L2/25-178 “Changes to Unikemet properties between 17.0β and 17.0”, added to the agenda, and of the working group that should provide such recommendations to the UTC going forward.
[184-C1] Consensus: Approve minutes of UTC meeting #183, correcting note 1 to mark UTR #56 as under the responsibility of the Script Encoding Working Group.
[184-A1] Action Item for Robin Leroy, UTC: Post approved minutes of UTC #183.
Discussion of the handling of roadmap action items.
[184-N1] Note: The UTC notes with great sadness the tragic loss of Andrew West, who passed away peacefully on July 10, 2025. UTC acknowledges Andrew’s many valuable contributions over 20+ years to the encoding of East Asian scripts. The UTC extends its deepest condolences to Andrew’s family, friends, and his many colleagues around the world.
Peter Constable presented document L2/25-189.
[184-C2] Consensus: Of characters approved for encoding in Unicode 17.0 (ref. 181-C60, 181-C61), the following 43 characters are removed from Unicode 17.0 and are targeted instead for Unicode 18.0:
[184-A2] Action Item for Ken Whistler, UTC: Update the pipeline to reflect 43 characters postponed from Unicode 17.0 to Unicode 18.0 [ref. consensus 184-C2].

Break 11:36–11:44 UTC−7 (20:36–20:44 UTC+2) .
Liang Hai presented document L2/25-184.
Peter Constable mentioned the polysemy of the term “Unicode Technical Report” and the question of technical reports maintained by Technical Committees other than UTC. Ken Whistler suggested that the term “Unicode Technical Publication” could be used to encompass UAXes, UTSes, and UTRs.
Ken Whistler noted that moving a UAX to the new framework may be a day’s work.
[184-A7] Action Item for Deborah Anderson, EDC: Investigate PRI #526 feedback ID20250609092422 and update the text as needed. [Reference: Section E1 of L2/25-184].
Peter Constable noted that no feedback was received on this Public Review Issue.
Liang Hai presented document L2/25-188.
Asmus Freytag noted up to Unicode 2.0, the code space was cut up in chunks of 128 characters for chart production, each with its font. In Unicode 3.0 Asmus Freytag took over as chart editor using Unibook, which involved changes of fonts.
[184-C3] Consensus: Correct the representative glyph of U+FB30 as described in Section 2 of document L2/25-188, for Unicode Version 17.0.

Lunch break 12:47–13:52 UTC−7 (21:47–22:52 UTC+2) .
Deborah Anderson presented document L2/25-173.
Peter Constable noted that ISO/IEC 10646:2020 Amd 2 has been published, and that it is available in the ISO catalog for the price of 0 CHF.
Peter Constable asked Michel Suignard about the timetable for the next Committee Draft for ISO/IEC 10646 7th Edition, and Michel indicated that the commenting period would likely close after the UTC #185 meeting.
Peter Constable noted that ISO/IEC 14651 had been approved as a freely available standard, and would therefore be available at no cost like ISO/IEC 10646.
Discussion of currency symbols.
Ken Whistler pointed out that the characters that many call “currency symbols” are merely text symbols that might be used in certain contexts; they generally do not have “CURRENCY” in their names, only “SIGN”, frequently lie outside the Currency Symbols block.
