More likely it is the ASP portion or your browser setting that is broken
rather than Oracle. My experience is that in a Java-in and Java-out
environment it works fine. I have even seen it work if the DB is not set up
to be UTF8 encoded, in a full Java environment.
You should verify that:
1) Your browser is set correctly
2) Your ASP (Microsoft) Server is parsing the UTF8 correctly.
