Presuming that the result here is that the final ZWJ should override the
ZWNJ, the easiest way to handle this would be to put a pre-emptive lookup
in the OT Character Composition/Decomposition <ccmp> feature:

         ZWJ + ZWNJ -> ZWNJ
         ZWNJ + ZWJ -> ZWJ

I'm not sure if the current version of Uniscribe would make use of this
lookup. I've cc'd this message to Paul Nelson in the MS Typography group,
who should be able to comment on this.
