Description of Issue:
A Proposed Update of UTS #51, Unicode Emoji is now available for public review and comment. In the draft specification, a new property is being added that helps to “future-proof” segmentation for emoji. The specification also contains more proposed guidelines: for gender-neutral emoji, the application of skin-tone modifiers, and others. Draft 2 updates the version to 11.0 (instead of 6.0), updates the status section accordingly, and provides an explanation and history of versioning for the emoji specification. It also adds a mechanism for changing the direction that the glyphs for emoji face and adds a review note about proposed short property names for Emoji properties.
