Description of Issue:

This Unicode Standard Annex will be updated for Unicode 15.1. The proposed update is now available for general public review and comment. This update clarifies the description of the South East Asian style of line breaking, the section on dictionary usage, and the discussion of tailoring. It also introduces a recommendation for source code editors to support even the optional hard line breaks. Draft update 2023-02-03.
