Description of Issue:

The practical use of the Sumero-Akkadian Cuneiform script requires ancillary data beyond that provided in the Unicode Character Database. This draft Unicode Technical Report outlines the need for such data, and describes how the Oracc Sign List (OSL) provides that data. The draft document is now open for public review and comment.
